अनुच्छेद 194 – विधानमंडलों के सदन और उसके सदस्यों और समितियों की शक्तियाँ, विशेषाधिकार आदि
अनुच्छेद 194(1) इस संविधान के प्रावधानों और विधानमंडल की प्रक्रिया को विनियमित करने वाले नियमों और स्थायी आदेशों के अधीन, प्रत्येक राज्य के विधानमंडल में भाषण की स्वतंत्रता होगी
अनुच्छेद 194(2) किसी राज्य के विधान-मंडल का कोई भी सदस्य उसके द्वारा विधान सभा या उसकी किसी समिति में कही गई किसी बात या दिए गए किसी मत के संबंध में किसी न्यायालय में किसी कार्यवाही के लिए उत्तरदायी नहीं होगा और कोई भी व्यक्ति उसके संबंध में इस प्रकार उत्तरदायी नहीं होगा। किसी भी रिपोर्ट, कागज, वोट या कार्यवाही के ऐसे विधानमंडल के सदन द्वारा या उसके अधिकार के तहत प्रकाशन।
अनुच्छेद 194(3) अन्य मामलों में, किसी राज्य के विधानमंडल के सदन की और ऐसे विधानमंडल के सदन के सदस्यों और समितियों की शक्तियां, विशेषाधिकार और उन्मुक्तियां ऐसी होंगी जो समय-समय पर परिभाषित की जा सकती हैं कानून द्वारा विधायिका, और, जब तक इस प्रकार परिभाषित नहीं किया जाता है, वह उस सदन और उसके सदस्यों और समितियों के संविधान की धारा 26 के चालीसवें संशोधन अधिनियम, 1978 की धारा 26 के लागू होने से ठीक पहले होगी।
अनुच्छेद 194(4) खंड (1), (2) और (3) के प्रावधान उन व्यक्तियों के संबंध में लागू होंगे जिन्हें इस संविधान के आधार पर सदन की कार्यवाही में बोलने और अन्यथा भाग लेने का अधिकार है। किसी राज्य का विधानमंडल या उसकी कोई समिति जैसा कि वे उस विधानमंडल के सदस्यों के संबंध में लागू होते हैं।

Article 194 – Powers, privileges, etc, of the House of Legislatures and of the members and committees thereof
Article 194(1) Subject to the provisions of this Constitution and to the rules and standing orders regulating the procedure of the Legislature, there shall be freedom of speech in the Legislature of every State
Article 194(2) No member of the Legislature of a State shall be liable to any proceedings in any court in respect of anything said or any vote given by him in the Legislature or any committee thereof, and no person shall be so liable in respect of the publication by or under the authority of a House of such a Legislature of any report, paper, votes or proceedings.
Article 194(3) In other respects, the powers, privileges and immunities of a House of the Legislature of a State, and of the members and the committees of a House of such Legislature, shall be such as may from time to time be defined by the Legislature by law, and, until so defined, shall be those of that House and of its members and committees immediately before the coming into force of Section 26 of the Constitution forty fourth Amendment Act, 1978
Article 194(4) The provisions of clauses ( 1 ), ( 2 ) and ( 3 ) shall apply in relation to persons who by virtue of this Constitution have the right to speak in, and otherwise to take part in the proceedings of a House of the Legislature of a State or any committee thereof as they apply in relation to members of that Legislature.

अनुच्छेद 194 मे क्या है
वाद-विवाद संक्षेप – एक अन्य सदस्य ने क्लॉज (3) के बारे में चिंता व्यक्त की, जिसमें यूनाइटेड किंगडम में हाउस ऑफ कॉमन्स के सदस्यों के लिए उपलब्ध उन्मुक्तियों को समान रूप से परिभाषित किया गया था। उन्होंने इंगित किया कि यूके में एक अलिखित संविधान था, और इसलिए उन्मुक्ति को ‘व्यवस्थित रूप में कहीं भी एकत्र नहीं किया गया’, जिससे सदस्यों के लिए उनके सटीक दायरे को समझना मुश्किल हो गया।
उन्होंने इन उन्मुक्तियों और विशेषाधिकारों को परिभाषित करते हुए एक अनुसूची बनाने का प्रस्ताव रखा। मसौदा समिति के अध्यक्ष ने तर्क दिया कि सभी उपलब्ध उन्मुक्तियों और विशेषाधिकारों को परिभाषित करना संविधान में शामिल करना बहुत लंबा होगा।
